Starting a Family Childcare in B.C.

If you're thinking of starting a family childcare business—or you're already providing care—you may benefit from connecting with local support networks, such as your local childcare association and your local Childcare Resource and Referral (CCRR) program.


Providing childcare is not only a valuable service in today’s society—it can also be a deeply rewarding experience.  With the rising cost of living, more families with working parents, and growing numbers of single-parent households, demand for quality childcare continues to grow.

Regulations for Family Childcare in B.C.

  • A license is required if you care for more than two children not related to you by blood or marriage.
  • Licensed family childcare allows you to care for up to 7 children, including your own, from birth to 12 years old.
  • In some municipalities, the total number of children allowed may be limited to five—check with your local authority.
  • Family childcare supports all areas of development—social, emotional, physical, and intellectual—in a home-based environment.
  • Childcare Licensing Regulation sets out the minimum health and safety standards for licensed childcare facilities, including caregiver qualifications, home safety, and the application process.
  • The Ministry of Children and Family Development (MCFD) oversees childcare in B.C., offering guidance and resources for providers.
  • The Ministry of Health, through the Community Care Facilities Branch, creates policies and safety guidelines for all licensed childcare settings.

Steps to Get Licensed & Access Training

1. Learn About Training Opportunities

Training is available through community education programs, colleges, CCRR offices and recognized independent facilitators of the Good Beginnings courses. These courses are often recommended by health authorities and can help prepare you for licensing.


GOOD BEGINNINGS: Professional Development for Childcare Providers is a 12-session foundational course covering:

  • Licensing requirements
  • Health & safety
  • Budgeting and business planning
  • Daily operations and organization
  • Child development and quality care giving


GOOD BEGINNINGS is also available through distance education, making it accessible even in remote areas, where the student will work at their own pace.

2. Contact Your Local Health Unit

Before opening your childcare home, connect with your local health unit. They will:


  • Provide a licensing information package
  • Review your space and help ensure you meet provincial and municipal requirements
  • Explain that licenses are not transferable between people or homes
  • Ensure that your license is clearly displayed in your childcare space

3. Get Support from a CCRR Program

Your local Childcare Resource and Referral (CCRR) office can:


  • Help guide you through the licensing process
  • Provide training information
  • Offer support with business insurance and referrals
  • Register your childcare business for referral to local families
